In recent years, China's civil aviation sector has made significant progress in establishing its emergency management framework, substantially enhancing comprehensive capabilities for preventing and responding to emergencies. However, airports continue to face challenges such as unclear management responsibility boundaries and incomplete contingency plan systems. In accordance with the overarching principle of putting people first, prioritizing prevention, integrating prevention with response, and combining normal with abnormal operations, efforts are focused on addressing shortcomings in emergency response and further refining an emergency management system deeply integrated into daily safety operations.
During the 14th Five-Year Plan period, under new situational requirements, comprehensive improvements in airport emergency response capabilities are being prioritized through the following key tasks:
1. Establishing an airport emergency management system aligned with industry characteristics, clarifying organizational structures and responsibility frameworks.
2. Enhancing emergency command and disposal mechanisms.
3. Strengthening coordination and joint response protocols among internal and external stakeholders.
4. Improving emergency regulations and operational guidelines.
5. Refining the contingency plan system to increase relevance and operational practicality.
6. Providing robust support for effective emergency rescue operations and contributing to the strategic goal of building a strong civil aviation nation.
Furthermore, in compliance with the Ministry of Transport Order No. 45 (2016) "Emergency Rescue Management Rules for Civil Transport Airports" and practical needs of airport emergency management systems, a highly efficient and rapid-response emergency command and dispatch system is being implemented. This system enables:
During routine operations:
Management of emergency plans, resource allocation, monitoring and early warning, emergency drills, and post-exercise evaluations.
During emergencies (both aircraft and non-aircraft related incidents):
Event analysis, plan activation, emergency command, resource dispatch, and multi-agency coordination to effectively mitigate casualties and property loss, and facilitate the rapid restoration of normal airport operations.
